Published on the Lithuanian Open Data Portal Data from the Unified Information System for Product, Packaging and Waste Accounting and the State Register of Waste Managers.

The dataset contains data from the State Register of Waste Managers (SRM). The register was established by the Resolution of the Government of the Republic of Lithuania of 18 July 2012 No. 896 “On the Establishment of the State Register of Waste Managers, Approval of the Regulations of the State Register of Waste Managers and Determination of the Start of the Register’s Activities”. The register’s activities began on 1 May 2014.

Before the establishment of the ATVR, in 2004. data were processed in the Information System of Waste Management Companies (ATĮR), and since 2014. transferred to the register for processing. Since 2024, the ATVR has been transferred to the Unified Product, Packaging and Waste Accounting Information System (GPAIS), the purpose of which is to manage the processes of product, packaging and waste accounting, acceptance of reports and other data sets, and monitoring and control of submitted product, packaging and waste accounting data using information technology.

There are 6 tables opened in the set:

1. The table "Quantities of waste permitted for management determined in the integrated pollution prevention and control/pollution permit for a waste management site" provides: information on the quantities of waste permitted for storage, preparation for use or disposal at waste management sites, permits and waste managers to whom the waste management site data belongs, waste technological flows, waste management site coordinates. Data has been collected since 2004.
2. The table "Registered waste approved by waste managers for treatment" provides: information on waste approved by waste managers for waste treatment sites that can be collected, treated and other activities performed, the deadline for waste approval, data on waste managers who own the waste treatment sites, and the coordinates of the waste treatment site. Data has been collected since 2005.
3. The table "Rights to issue documents proving waste management" provides: information on the rights granted to waste managers, allowing them to issue documents proving the management of product and/or packaging waste, approvals, certificates to waste managers, producer and importer organizations, producers and importers involved in waste management. Data has been collected since 2013.
4. The table "Communal waste management contracts" provides information on municipal contracts concluded with waste managers. Information on both parties to the contract, the date of signing the contract, the subject of the contract, the name of the waste are indicated. Data on these contracts are registered in GPAIS from the date of merging the functions of the State Register of Waste Managers and GPAIS, i.e. 2024-05-10. The start of the contract is indicated at the time of registration of the waste manager's contract. The type of municipal contract is assigned to contracts concluded by waste managers with a municipality or an administrator of the municipal waste management system authorized by the municipality for the rights to carry out municipal waste collection (including mixed municipal waste treatment) activities in the territory of the municipality(ies).
5. The "Waste Classification" table provides a systematized list of waste, as well as waste codes, information about parent waste, waste hazard, technological and statistical flows.
6. The table "Licenses issued to producer and importer organizations (Data from the Unified Information System for Product, Packaging and Waste Accounting and the State Register of Waste Managers)" provides data on licenses for organizing product or packaging waste management from the Unified Information System for Product, Packaging and Waste Accounting (GPAIS) supervised by the Environmental Protection Agency.

The activity of organizing the management of product or packaging waste is licensed in accordance with the provisions of the Law on Waste Management, the Licensing Rules for the Organization of Product and/or Packaging Waste Management, approved by the Government of the Republic of Lithuania of 11 January 2006 by Resolution No. 18 “On the Approval of the Licensing Rules for the Organization of Product and/or Packaging Waste Management”.
The table provides information: on licenses issued to organizations of producers and importers, confirming the right of the organization to organize the management of product or packaging waste and to collectively perform other obligations established in the Law on Waste Management and the Law on Packaging and Packaging Waste Management on behalf of producers and importers (under an order or contract) (except for the obligation of producers and importers to register, keep records and submit accounting reports in accordance with the procedure established by the Government or its authorized institution). The table provides data on the type of license, the holder, the institution that issued the license and the date of issue. Data has been collected since 2006.
