HEALTH DATA

The State Data Agency (Statistics Lithuania) can provide health data for secondary use, such as scientific research, development of commercial products, precision medicine models, and policy making. This page provides the essential information about this process. To apply for access, fill out the form at the Official Statistics Portal: https://osp.stat.gov.lt/paslaugos-prasymo-pakartotinai-naudoti-sveikatos-duomenis-forma (select in the form "Log in via the Electronic Government Gateway", add data structure and fill in the remaining fields).

Note: currently, only applicants that conduct their activity in Lithuania may apply. The application requires logging in through the Lithuanian E-government Gateway. Data is available to:

  • scientists
  • and private sector representatives,
  • and other natural persons, legal entities, their divisions, or organizations, if they carry out activities in Lithuania.

COSTS

The health data reuse service is paid. The fees are designed to recover the expenses of preparing the requested dataset and do not bring profits to the institutions providing the data. The overall fee structure is set in this Government resolution and this Law. The exact fee will be determined when evaluating the application, based on the number of work hours and computational resources needed and the cost of each resource at that time.

The price consists of:

  1. Evaluation fee. Full evaluation of an application has a fixed fee of 618 Eur.
  2. Data set preparation. Hourly wage for VDA and management staff for data collection, depersonalization, various programming work and related costs. Depends on the nature and complexity of the work, but typically an application requires about 10-40 hours, o valandos įkainis 2026 m. yra apie 33 EurSome managers may offer higher rates. The exact amount will be calculated after the staff evaluates your application.
  3. Computational resource costs. In almost all cases, the data is provided in the Agency’s secure remote environment. Usage of its computing resources (CPU time) and file storage (disk space) needs to be paid for in advance. Initially, we offer a plan for 820 Eur, and if you require more resources than included in this, we will arrange a custom plan based on your needs.

Amendments of issued permitsAmending an issued permit has a fixed fee of 175 Eur. With an amendment, you may extend the permit’s duration, change the aim of the data use, add new users, but may not ask for additional data – that requires a separate application.

The costs of providing data not held by the VDA vary depending on the data controller. The table below shows the minimum and maximum fees per application for the period 2022–2025, rounded to the nearest 100 euros:

Examples:

Researchers are requesting data on diagnoses and deaths of COVID-19 patients for a scientific article. Diagnoses will be collected from the ESPBI IS, deaths from the Death Cases and Causes Registry, and submitted for regression analysis in the VDA environment.

A private company requests medication records and free-text medical histories to train a neural network that would search for dangerous drug interactions. Medication records will be collected from the IS "Sveidra", medical histories - from the ESPBI IS, and due to the free text, a complex anonymization solution will be required. The analysis requires graphics processors, so the applicant is allowed to use its own environment.

The hospital aims to plan bed occupancy and requests weekly updated data from 6 different laboratories connected to ESPBI IS prescription data. The project is long-term (5 years) and will use a lot of resources in the VDA analysis environment. Prescription data is provided in an unusual format that requires more complex preparation. Participants and goals were revised after 1 and 3 years from the start of the project.

DATA ANALYSIS

Health data is almost always presented and analyzed only in the VDA environment (Palantir Foundry platform). VDA does not provide data analysis services, but offers online courses in Lithuanian on how to use Palantir Foundry's data analysis and visualization tool Contour. This training gives applicants the opportunity to independently perform analysis in the VDA environment. The platform also allows programming in R, Python, SQL and other tools.

If the applicant is unable or unwilling to perform the analysis himself, he may contact external analysts or consultants. VDA does not maintain direct relations with service providers - terms and pricing are discussed directly between the applicant and the analyst. In order to facilitate the search for data analysts, we provide a list of contacts who have already implemented health projects in the VDA environment, however, VDA does not assume responsibility for the quality or provision of these services.

WHAT DATA CAN BE PROVIDED?

With some rare exceptions, it is possible to access most data related to health that is stored in state and other information systems, including ESPBI IS (“e-health”), National Health Insurance Fund system “Sveidra”, Causes of Death Register from the Hygiene Institute, and other sources.Health datasets that are already available in the Agency‘s information system are listed in the Health Data Catalog.

It is also possible to order data not only in health, but also in other areas. You can find other data in the system at In the public state data catalog, and information about other controllers' data can be found in their system settings or by contacting their representatives directly.
