The Government Data Lake: Transparency, Value, and Accountability


The State Data Agency is the main institution responsible for the management, integration, governance and opening of state information resources. Our goal is to ensure that data is used transparently, responsibly and to create real value for society.
"We are aware of the hesitations and questions about how state data is processed, where and why it is used in one way or another. We want to emphasize that the basic principles of our activities and state data policy in general are transparency and responsibility," says Dr. Jūratė Petrauskienė, Director General of the State Data Agency.
Extensive data integrations – greater transparency and benefits
To date, the State Data Agency has already integrated almost 500 state information resources into the state data lake – the country's main registers, information systems, sources of state and municipal enterprises, schools, hospitals, etc. More than 900 data tables have been opened on their basis. Based on this data, we have created analytical spaces for solving governance tasks, in which more than 100 different institutions work.
To ensure greater transparency, we are introducing new tools that allow the public and institutions to clearly see how government data is processed and used:
- "Using sources" – allows you to see which information systems are integrated, what data is used, what tables are open, and in which analytical spaces analyses are performed.
- "Data flows between institutions" – visually represents how institutions exchange data and how it is used to create and improve public services.
These tools help ensure that every data use case is transparent and justified.
Responsible data management and protection
The State Data Agency ensures that all data usage is documented and publicly available. Our goal is to enable institutions to work with data efficiently, while ensuring that all legal and privacy protection requirements are met.
"It is important to note that data is protected when transferred to another institution, reducing its volume to the level necessary to perform the institution's task. Institutions work with data in secure analytical spaces created by us, which can only be accessed by a limited number of named specialists working on a specific task," says Vainius Indilas, project manager of the State Data Governance Group.
Active use of data – for the progress of the state
We see institutions increasingly using the opportunities we provide – analytical spaces and open data sets. This allows them to make informed decisions faster, manage resources more effectively, and improve public services.
However, we understand that there are still areas where institutions lack data analytics competencies. Therefore, we not only open up data, but also provide consultations, help formulate tasks more clearly and find the most appropriate ways to use data.
“The tools we have dispel the myth that data can be processed in a non-transparent manner or that the State Data Agency “does not know what to do with that abundance of data”. Everything is very clear: how data is exchanged at the inter-institutional level, what the agency has, how it is used, what is opened, what can still be opened. There are no secret missions. We understand perfectly well that state data is not only a source of information, but also a tool for implementing positive changes. We can ensure that data is processed responsibly and transparently”, says Dr. J. Petrauskienė.
We will continue to work to ensure that everyone who uses government data – from institutions to businesses and academia – can do so transparently, responsibly and efficiently.
